Looking back, I don't find it surprising or shocking at all.

China had just gotten the Nuke, and graciously allowed the US to remove
it's snotty nose from the drug business which formerly belonged to them,
but was impinged upon first by France, then England, then the USA... by
insinuating that the US should remove it's troops from sitting on their
far
southern borders, and kindly returning the opium trade for the region to
it's previous owners.  In other words, "GTFO while you still can."  I
should
hope to think that the USA would do whatever was necessary to avoid
further confrontation by doing anything that was necessary to satisfy
that request.... from publically admitting it's crimes to terminating it's
occupation of South Viet Nam.  Maintaining a small percentage of the
"French Connection" just wasn't worth the potential nuclear encounter
with China.  It wasn't worth the lives wasted there before My Lai either,
but by then US 'anti-communist' propaganda and the Military Industrial
Complex were making faaar too much headway to find anything too
attractive about pulling out... so the US was quagmire-d into prolonging
their involvement under false pretenses.

Sorry... but that's how the things that I remember from being associated
with VietNam eventually ended up revealing themselves to me over time.
