This decoding ability involves Blacks putting the worst possible
construction on anything a white person would say.

Liberals like Hillary Clinton know this. Thus the poster has a point.
For Hillary to make statements that, while technically not racist but
which can be construed as such by those insisting on such
construction, would indicate a deliberate strategy of provoking Black
outrage, leading others to accuse her opponent of trying to play the
"race card," in effect trying to scare whites away from Obama.

Bill Clinton reportedly followed a similar strategy in 1992.
