McCain definately DOES. The problem, of course, is what HE THINKS
"needs to be done."

This is what happens when the other team is several score ahead. The
"imperial" appearance of this Administration is a catch-up reaction to
a castrated (by Clinton) CIA and a crippled (by Clinton) Pentagon.
Why does Bush want to eavesdrop on anybody anytime? Because the Bad
Guys are right HERE right NOW.
Clinton dropped our guard. We got behind on the scoreboard.
If we didn't change to the Trick-Play Playbook we'd be in even worse
trouble.
