One of the im****tant statistics when national healthcare systems are
compared is infant mortality. Since premature births are 1000 times
more likely become a fatality they are avoided for statistical
purposes. In Cuba they aren't counted at all until they've been alive
for a couple weeks (Soviet definition of a "live birth" v. the UN
version).
I think Canada gladly pays to have their preemies sent down here.
